JGR released Nos. C12101-160 for use in continental Asia, which were shipped during years 1938 and 39. These, after serving in China as Class PL51, became Class 131 and were used in Vietnam until as recently as 2002, when 131-436 was withdrawn from service at Thai Nguyen Steel Works. According to the basic principles of the renumbering scheme, C12101 became 131-401 in Vietnam, which means that 131-428 was originally JGR C12128, although research into 131-436 in 2002 showed components from C12105, 106 and 136 and many others, meaning the 131s were kept in service by cannibalizing parts from their fallen classmates. If we were to suppose JGR C12128 is the identity of 131-428 in Dalat, it was built in 1936 by Kawasaki (serial No. 1689).
