#13 is currently under a tarp but looks to be runnable so i have no idea why they aren't running it.

Problems with this engine are major running gear problems. If you ever got a chance to see this engine run on the OC, you would have noticed the engine jerking side to side pretty rough at a speed of only 15 MPH. That's because when it was "restored" to service, 90% to 95% of the work on the engine was done on the boiler and that's it. Enough to get it going.
