this engine is still stored outdoors but has recived some minor attention in the last few months(ie painting in a grey undercoat)

You are comletely wrong, its tire are fine, i know this as i am a volunteer there. It isn't running because there have been other locos getting restored before this, its time will come!

This massive Robert Stephenson and Hawthorns saddle tank loco sleeps in the burgeoning vegetation at Marley Hill. In better days it worked heavy trains at Backworth on North Tyneside. At the end of its days, it was reported that the flanges were badly worn, so perhaps that's why this huge industrial loco remains unrestored. There's always something romantic about locos in the undergrowth. It would be good to see it running again.
