Builder is correct. RSH was not formed until 1937.

The classic British outside framed 0-6-0 - so like its contemporaries on UK lines, none of which are preserved. How often you have to travel the world to see your own country's railway history in the metal! On the other hand a whiff of these still survives on the UK network in everyday use in the Class 08 diesel electric 0-6-0 shunters with the outside frames and the flycranks for the coupling rods.
