According to my research, it was the other way around. Pennsylvania #1737 was the first K4 and was originally slated to be preserved. But tragically, she was deemed too far gone to be preserved so Pennsylvania #3750 was temporarily numbered #1737 and was therefore preserved.

The attached links will go to a photo of 3750 aka 1737 in storage at Northumberland, PA. Its frightening to think how close many of these prized locomotives came to being destroyed. This locomotive has a twisted history. The real 3750 was so worn out at her time of retirement, that not even the PRR shops could save her. 1737 was in much better shape and was given 3750's number plates and other identifying items to stand in her place in history.
