I believe that this is likely from Anaconda Copper Mining Co. They ordered three 18" compressed air locomotives for the Butte area. CN 1711 in 1896, CN 1999 and CN 2000 both in 1899.

This sure looks like one of the 18" gauge Homestake Mining locos to me. Anyone know for sure?
