I think this should be Chr 3326 not 3326 which was; according to the list I have; a Px48.

I saw a post on Facebook from "Narrow gauge enthusiasts group" that said this locomotive is now stored at the Pairi Daiza railway in belgium

The loco shown is indeed an 0-6-0 not an 0-4-0. It was built by Chrzanow (locomotive works - Fabryka Lokomotyw) Poland in 1954, works no. 3226. I believe it is also 2ft (600mm) gauge, not 30". The photo was taken at the Midland Railway Centre, Derbyshire UK in August 1992 before transfer to Portmadog.
