According to Chinese wikipedia this is QJ 102 falsely restored as 101

Following prototype construction from 1956 to 1960, QJ 101 became the first production loco in 1964. This Class dominated the main line by the late 1980s. Photo taken August 2007

0001 was the first of 42 prototype locomotives built between 1956 and 1960 and emerged from Dalian Works on 18th September 1956. Originally Class HP (He Ping = Peace) they became FD (Fan Di = Anti Imperialism) during the Cultural Revolution and then QJ (Qian Jin = Advance) in 1971.
