The locomotive in question is on static display, and the "trolley car" is actually a coach used on the line.

Many tourist lines, when they cannot afford coaches, purchase trolley cars to be pulled in excursions.

The engine at the Adirondack Museum and in the photo say No. 2 

on the front, not No. 4.
