I agree it is Batignolles 1186 of 1887. Perhaps SE is Société Economique

Formerly Chemins de Fer Economiques No. 3032 this was actually Batignolles works number 1186, NOT as at present. Later owned by the Sucrierie de Nangis, and named “RIMANCOURT” retaining its former number. It was originally preserved in a garden at Thorigny, nr. Lagny
