The locomotive is indeed built by Tampella 49 of 1903. The were two locomotive builders in Finland both located in Tampere. Lokomo Oy built locos 1915 to 1961 whilst Tampella built locos 1898 to 1960.

Again the probably relates to it’s original railway as VR was not constituted when built. It would only have run for VR after 1917.

according to the manufacturers plate, the loco was built by Tampella Oy, another locomotive-building company also situated in the city of Tampere but different from Lokomo. A photo of the plate is available
