Thinking about the VR abbreviation I entered Valtion into Google translate and it means state. So VR has always stood for state railways even when the country came under Russia. So the first railways built were state railways.

Having looked at several of the Finnish items and referring to the Stenvall book which by the way is in Finnish and German The term Valtionrautatiet is translated as Finnish Railways not Finnish State Railways but VR came to stand for the latter later.So the loco is VR 21 which was withdrawn in 1926 and preserved.

Another locomotive built for the Helsingborg (Helsinki) - St Petersburg Railway whilst Finland was still a Grand Duchy of Russia. It’s number relates to this railway as VR did not exist prior to 1917.
