The former United States Army Transportaion Corps and Southern Railway USA S100 Class 0-6-0T No. 30070 (Longmoor Military Railway No. WD300 "Major-General Frank S Ross.") has had to be withdrawn from service early for a exensive overhaul to its boiler as it is in need of a new inner firebox and other work to the boiler barrel and tube plate.

Built by Vulcan Ironworks in Wilkes-Barre, PA 4433 of 1943 and originally became USATC No. 1960, being transported to the UK during WW11 and stored (apparently at Newbury Racecourse) pending use in Europe. It was then purchased for a mere £2,500.00 in 1947 by the Southern Railway and given the number 70. Upon Nationalisation in 1948 it was then re-numbered 30070 and worked for that company until October 1962, thereupon it was transferred into Departmental service and became No. DS238 until final withdrawal just under a year later in August 1963.

USA S100 Dock Tank No. 30070 currently running as Longmoor Military Railway WD300 "Major-General Frank S Ross." is visiting the Mid-Hants Railway for the first time as the second visiting locomotive for their Spring Steam Gala on the weekend of March 8th to 10th 2019. This will be the first time No. 30070 (WD300 "Major-General Frank S Ross.") will be tackling the Alps there.

No. 30070 s overhaul has been completed and the USA Dock shunting loco is currently undergoing test runs before it enters service in the New Year. There still a few things to be done like finishing the painting in to Longmoor Military Railway Blue livery where it will run as WD300 "Major-General Frank S Ross." when its back in service.

30070 is nearing the end of its overhaul and from what has been said in Steam Railway Magazine when it returns to traffic at the Kent and East Sussex Railway in the first quarter of this year it will be painted in the distinctive royal blue and red livery of the Longmoor Military Railway for the first time.

Built during World War 2 for service in Europe, this loco was numbered 1960 by the War Department. At the end of the conflict, the Southern bought some of these American built shunters for use in Southampton docks, where it received number 70. The class was given the title 'USA'. On nationalisation, like all Southern locos, it had 30000 added to the number to make 30070. When they were replaced, in the early 1960's, by Ruston diesels (Class 07) most were stored, but this one was moved into the service fleet, to shunt Ashford wagon works as DS 238. At Ashford it aquired its green paint scheme and the name 'Wainwright' after Harry Wainwright, the Chief Mechanical Engineer of the former South Eastern and Chatham railways. The photo was taken at the York Railfest in 2004.
