I heard something about this locomotive being restored to operation on the Georgetown Loop, what happened to that plan?

I saw this engine in 2000 and it is in horrific shape.  Its cab has been picked clean, the whistle is gone, among other things.

C&S #60 was built for the Union Pacific (whom also controlled the DSP&P) for use on their Utah & Nothern subsidiary. They were sold to the Denver, Leadville, and Gunnison (formerly the DSP&P). In 1899, the Colorado & Southern was formed which included the old South Park and the old Colorado Central...hence why #60 is a C&S engine. The C&S was a Chicago, Burlington, and Quincy property from 1908 onwards. If I was to guess why it's wearing CB&Q paint, it would be with some relation to the CB&Q footing the bill for the paint.

was not donated to the city was abandond by the railroad where it was last parked and the track was torn up around it, the city then claimed it and essentialy threw paint at it every now and then, local kids thought it was very funnie to flip over the round number plate so it read 09, in recent years the engin was moved to its current location

The "Alco-Rhode Island Construction Number List" indicates that Construction Numbers 1592 through 1597, Road Numbers 260 through 265, were shipped to "Union Pacific" during February and March of 1886.
