According to Chinese wikipedia this is QJ 6301 falsely restored as 7012

QJ 7012 was among the last 23 remaining steam locomotives on the Jitong Railway to work right to the end of steam on the Daban to Chabuga section in December 2005. Happily 7012 has survived and after a cosmetic restoration in the late 2000’s the locomotive has been put on static display at Daban depot along 13 other QJ’s as a reminder the Jitong Railway’s steam heritage.
