I beg to differ. Notice that all the left hand side wheels visible have white painted tyres. Only three driving wheels can be seen. What may appear to be a fourth is, in fact, the back of the leading tender wheel on the opposite side of the loco.

As with many continental European locomotives of this era, it has outside Stephenson link valve gear. So, from the crank pin on the third axle, which is at the 3 o'clock position, there is the coupling rod, then the connecting rod big end, then the forward and backwards eccentrics. This may give the impression of them being attached to a fourth axle, but that would be a false impression.
