I would concur that this is Meiningen 03184/1987 that originally was delivered as VEB Vereinigte Zellstoffwerke Pirna, Werke Coswig No. 4. It was later disposed of to Recycling Coswig GmbH where it was, at least 1999-2004.

MORE INFO ?? At DRESDEB-COSWIG, located at Entsorgung / Recycling GmbH, Naundorfer Strasse 3, was a loco No.4, a 0-6-0F built by Meiningen 03184 in 1987, last recorded in March 1999. SAME ??

A fireless locomotive was operational at this paper factory as recently as 1991. Researching for more informantion.
